Why DIGI-METER Exists
While the DigComp 2.2 framework clearly defines the digital competences citizens need in today's world, its practical use in European schools and vocational education and training remains fragmented. Schools lack reliable tools to measure where learners actually stand. Teachers struggle to connect framework descriptors to everyday classroom realities. Policymakers cannot compare performance data across institutions and borders.
DIGI-METER bridges this gap. By translating DigComp 2.2 into measurable indicators, AI-supported assessment tools, and clear dashboards, the project equips every stakeholder — learner, educator, institution, and policymaker — with actionable insight into digital competence development.

Develop AI-Supported Self-Assessment Tools
Develop AI-supported self-assessment tools that give learners clear, personalised feedback on their digital competences.
Create a Teacher Dashboard & Open Resources
Provide a teacher dashboard and open resources that help schools, VET providers, and policymakers understand, monitor, and improve digital skills.
Embed Ethics, Inclusion & Data Protection by Design
Follow an ethics-by-design approach with attention to transparency, GDPR compliance, fairness, explainability, and user control, so that digital assessment is trustworthy, human-centred, and accessible to diverse learners.
Validate Across European Contexts & Inform Policy
Test and validate the tools across European contexts, supporting learners, teachers, education providers, and policy stakeholders in strengthening digital competence across Europe.
Understanding DigComp 2.2
DigComp 2.2 is the European Digital Competence Framework for Citizens, developed by the Joint Research Centre of the European Commission. It describes 21 digital competences across 5 areas and 8 proficiency levels — from Foundation (Level 1) to Highly Specialised (Level 8). DIGI-METER operationalises this framework into measurable, classroom-ready indicators.

DIGI-METER Serves Four Key Groups
Learners
Personalised self-assessment results and feedback helping them understand where they are and what to focus on next in their digital competence journey.
Educators
Class-level dashboards showing aggregate competence data, supporting lesson planning, CPD decisions, and early identification of students needing targeted support.
Institutions
School and VET-centre level reporting enabling institutional leaders to benchmark digital competence levels, demonstrate progress, and plan strategic interventions.
Policymakers
System-level, cross-country aggregated data and evidence-based policy briefs to inform national digital education strategies and EU-level digital competence policy.
