Measuring Digital Competence for Resilient Learning Ecosystems

DIGI-METER responds to a key challenge in European education systems: while the DigComp 2.2 framework clearly defines the competences citizens need in digital environments, its practical use in schools and vocational education and training is still fragmented. DIGI-METER helps bridge this gap by translating DigComp 2.2 into measurable indicators, practical assessment tools, and clear feedback for learners, educators, and institutions.

What We're Building

AI-Supported Tools for Schools, VET Providers & Policymakers

Through the project, partners will develop AI-supported self-assessment tools, a teacher dashboard, and open resources that help schools, VET providers, and policymakers better understand, monitor, and improve digital skills. The tools are designed to support personalised learning, evidence-based decision-making, and more consistent digital competence assessment across different educational contexts.

Ethics-by-Design Approach

A strong focus is placed on ethics, inclusion, accessibility, and data protection. DIGI-METER follows an ethics-by-design approach, with attention to transparency, GDPR compliance, fairness, explainability, and user control.

Currently in active development, the secure platform will provide a personalized dashboard utilizing adaptive testing engines to assess digital competences.

DIGI-METER project has officially launched

Partners from eight European countries gathered in Amadora, Portugal for the DIGI-METER Kick-off Meeting, hosted by Aproximar. Over the next 36 months, the project will transform the DigComp 2.2 framework into a measurable, adaptive and ethically grounded system for assessing digital competence across European education systems.
